BOARD OF SELECTMEN
Regular Meeting
July 18, 2011
The meeting was called to order at 5:00 PM.  Present were Chairman Raymond Dennehy, Edith Morgan, Stan Moss, and Town Administrator John Lebeaux.  

FY11 Warrant #28 and FY12 Warrant #02
The Board reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.

Minutes
July 5, 2011 Regular Meeting - Edie moved to accept the minutes. Stan seconded.
All in favor (3-0).
Release of Executive Session Minutes -   Edie moved to release the minutes of August 2009, September 2, 2009, September 14, 2009, March 15, 2010 and March 16,2010- previously approved but not released.  Stan seconded. All in favor (3-0).

Appoint Part Time Police Officer Nicholas Malnati
Chief Powers recommended Nicholas Malnati be appointed as a part time police officer. Nicholas is currently a part time officer in Hubbardston and was a dispatcher in Princeton. He is working on a degree in Criminal Justice. Edie moved to appoint Nicholas Malnati as part time police officer for the town of Princeton. Stan seconded. All in favor (3-0).

Chief LaPorte Report on House Fire
Chief LaPorte reported that a fire destroyed a house in Princeton last Thursday. Thankfully no one was injured. He said the fire was going for an hour and a half before it was called in as “fully involved.” Steps were taken to collect water and assistance came in from Holden, Rutland, Barre, W. Boylston, Hubbardston, Sterling, and Westminster. Chief LaPorte was pleased with his crew and assistance from surrounding towns. He sent thank you letters to each department and to the resident that called in to report the fire and saved the family dog. The investigation determined the cause as unintended/cooking.  The board thanked the chief and commended the fire department and those of surrounding towns.

Interim Part Time Fire Chief Agreement
John is still working on the agreement and would like to receive guidance from the board before finalizing. He will request an executive session to discuss.

Full Time Fire Chief Process
John will post the position this week. He is keeping the committee updated.

Cultural Council Appointment
The council recommends Katie Green be appointed as a member. Alex Fiandaca is the new chair. Edie moved to appoint Katie Green, 73 Bullard Rd. as a member of the Cultural Council for a term to expire on June 30, 2014. Stan seconded. All in favor (3-0).

2008 Ice Storm Outstanding Issues
John reported that there are two issues pending. First, an invoice for $55,655.19 was disputed, but finally approved for 75% reimbursement which amounts to $41,741.39. According to MEMA, funds were released on May 25, however the town has not yet received payment. John continues to follow up and has asked Rep. Ferguson for assistance.  The town has pursued the additional 12.5% reimbursement, without success to date. John sent a letter to Lt. Governor Murray requesting support.

Thomas Prince School Green Repair Building Committee
John met with the committee last week. The 60% construction estimate was favorable to the appropriations.  The complete estimate will be available prior to going out to bid.

Executive Session
At 5:50 pm Edie moved to enter into Executive Session pursuant to MGL Chapter 30, Section 21(2), to conduct strategy sessions in preparation for negotiations with non-union personnel, pursuant to MGL Chapter 30, Section 21(3), and not to reconvene into open session Stan seconded. All were in favor by roll call. Edie yes; Raymond, yes; Stan, yes.
